Lord Berkeley: My Lords, last week, the Government launched a draft rail reform Bill, which they claimed would put one organisation in charge of all the railways. It is pretty obvious that that organisation will be the Government. How will that actually improve the appalling service that Avanti is still giving, in spite of the Government actually being in charge now?
