Hugo Swire: Just before Christmas, we were informed by the Secretary of State that, in the mind of General de Chastelain, decommissioning to date was significant—although we were never told what "significant" actually meant, for reasons that I can understand. If decommissioning to date really has been significant, why do we need to discuss extensions to the process of one, two or five years?
