Broadband ( 1 May 2003)

Mr Lawrie Quinn: Does my hon. Friend agree that the work being carried out by the British Computer Society, especially on a project called the European computer driving licence, and by the Communication Workers Union, the telecommunications trade union, has been instrumental outside Government Those groups played a key part in the stakeholder group in developing the training options to which my hon. Friend...

Broadband ( 1 May 2003)

Mr Lawrie Quinn: My area, which is England's largest rural county, North Yorkshire, is, as I said in my earlier intervention, making a considerable impact in delivering broadband to rural areas. The experiments in e-enablement of the electoral process allow hon. Members present today to vote via the internet or other mechanisms. That is reaching all parts of the country.

Broadband ( 1 May 2003)

Mr Lawrie Quinn: I am grateful to the hon. Gentleman for allowing me to intervene again. Given his broad welcome for the project, can he confirm that the £30 million that the Government have allocated to regional development agencies to develop broadband access, particularly in rural areas, would be continued and developed further by his party?

Broadband ( 1 May 2003)

Mr Lawrie Quinn: I add my congratulations to all the providers my hon. Friend mentioned. In my area, that the local exchanges have been enabled is owed to a community local partnership—the FAST group—going out and persuading people. Is not that the way to broaden the broadband agenda for Britain?

Broadband ( 1 May 2003)

Mr Lawrie Quinn: Is it not the case that the flexibility of the project that my hon. Friend has outlined underpins the development of broadband in Britain? When his group is looking for good quality examples throughout the country, will it make particular reference to the mobile set-up that has been brought forward by the Discovery project of North Yorkshire county council, which goes out to some of the most...

Business of the House ( 1 May 2003)

Mr Lawrie Quinn: My right hon. Friend will recognise the significance of the British construction industry not only to the Government's programme but to export potential. Will he grant a debate on that on the Floor of the House? If that is not possible, will he consider allowing questions about the British construction industry to be asked in one of the cross-cutting question sessions that have been so...

Oral Answers to Questions — Trade and Industry: Inward Investment ( 1 May 2003)

Mr Lawrie Quinn: Will my right hon. Friend join me in thanking and congratulating the Canadian food manufacturer, McCain, which has invested heavily to make Scarborough its European base and gone on to great success? It has also been involved in innovation and development, proving not only that it richly deserves its recent Queen's award for industry but that it is a flagship company, which is telling other...

Estates (Improvements): Suburban and Urban Regeneration (10 Apr 2003)

Mr Lawrie Quinn: May I direct my question to the Minister for Sport, who represents a Sheffield constituency? In the context of urban renaissance, he will be aware that Yorkshire Forward has seven community schemes in our region, one of which is the Scarborough urban renaissance project. Fundamental to any environmental consideration is the fact that we have the sea at our front door, so we are tightly drawn...

Business of the House (10 Apr 2003)

Mr Lawrie Quinn: My right hon. Friend will probably be aware that 28 April is workers' memorial day. Given that 28,000 serious accidents and more than 300 fatalities occur in British workplaces every year, will he give close consideration to having an early debate on the Floor of the House on how to revitalise health and safety legislation?

Oral Answers to Questions — Education and Skills: Skills Strategy (10 Apr 2003)

Mr Lawrie Quinn: When my hon. Friend goes about his business around the country, will he consider coming to North Yorkshire, and, specifically, the Yorkshire coast and Scarborough and Whitby? We have particular challenges in terms of the peripherality of our community, and of the delivery of these services in a rural context. We also have entrenched long-term unemployment, and it is a particular concern of...

Litter and Fouling of Land by Dogs Bill ( 4 Apr 2003)

Mr Lawrie Quinn: indicated assent.

Litter and Fouling of Land by Dogs Bill ( 4 Apr 2003)

Mr Lawrie Quinn: Does my hon. Friend agree that for those of us who have the privilege of representing seaside resorts, it is a particular problem? Many visitors do not have respect for the local environment. The Bill has great support in Scarborough and Whitby, particularly among the seaside communities, which I am sure wish it well.

Oral Answers to Questions — Environment, Food and Rural Affairs: Coastal Erosion ( 3 Apr 2003)

Mr Lawrie Quinn: My hon. Friend is only too aware of the tremendous investment that the Government have made in the stabilisation of the Yorkshire heritage coast. Many people in our community welcome that. Has the additional request for support for that scheme been considered? In the light of his earlier answer, will my hon. Friend reaffirm the Government's commitment to all members of local communities being...

Oral Answers to Questions — Transport: Railways ( 1 Apr 2003)

Mr Lawrie Quinn: May I endorse my right hon. Friend's comments on the Railtrack legacy? As a former Railtrack employee, I saw only too clearly the failure to invest in renewal of our tracks. When he met train operating companies, did he explore the possibilities for a social railway on lines such as the Esk valley, which runs from Whitby in my constituency to Middlesbrough? Do we not need a new settlement for...

Oral Answers to Questions — Home Department: Drugs (24 Mar 2003)

Mr Lawrie Quinn: What plans he has to support communities in the fight against drugs.

Oral Answers to Questions — Home Department: Drugs (24 Mar 2003)

Mr Lawrie Quinn: My right hon. Friend will know that market towns and rural areas in my part of North Yorkshire suffer from the scourge of drugs activity. The North Yorkshire police force has done an excellent job in building relationships with communities to fight that evil. Would my right hon. Friend or one of his colleagues be prepared to visit North Yorkshire soon to hear about the excellent initiatives...

Flood and Coastal Defence Policy (13 Mar 2003)

Mr Lawrie Quinn: It is a pleasure to follow the hon. Member for Wycombe (Mr. Goodman), although like every other contribution to the debate, his tended to be a bit landlocked. As the hon. Member for Scarborough and Whitby and, as you know, Madam Deputy Speaker, as a chartered civil engineer, I shall take this opportunity to make some general and some specific points. I made the Minister aware of those in...

Flood and Coastal Defence Policy (13 Mar 2003)

Mr Lawrie Quinn: In the context of the area of the national park that I represent, it is fairly large. The annual mileage on my car indicates a fairly large constituency. I have a technical and complicated problem to resolve. I was concerned to find that the journal that I receive every week as a chartered civil engineer, the New Civil Engineer, was not available in the Library of the House. I have taken the...

Oral Answers to Questions — Culture, Media and Sport: Rural Libraries (10 Mar 2003)

Mr Lawrie Quinn: My right hon. Friend has a great interest and expertise in the rural areas of Yorkshire, and he has just acknowledged the importance of broadband. Will he encourage a greater partnership with the regional development agencies around the country to ensure that there are links with the wider community and with business, so that they can make the most of the library service, which needs to be...

Retirement Income Reform Bill ( 7 Mar 2003)

Mr Lawrie Quinn: The hon. Gentleman has shown that he has done considerable preparation for his contribution. Did he study the important ABI document entitled "Annuities—The Consumer Experience", which suggests that only one in 20 pensioners will benefit from the measure? What is his party's position on that?
