David Lepper: Does the hon. Gentleman agree that one issue that has been reported in a confused way in this country is the outcome in the High Court of the Orams case? In so far as it was reported, many of the reports suggested that the High Court judge had found in favour of the Orams, when in fact, as my hon. Friend the Member for Hendon (Mr. Dismore) said, he substantiated their case, but the ruling...
David Lepper: I place on record an interest that is in the Register of Members' Interests. One issue that my hon. Friend has not mentioned is that of public opinion in the Republic about the bases that the UK has in the Republic of Cyprus. Have his visits to Cyprus and his discussions on the subject enabled him to form any view of that public opinion and whether it has changed over the years?
David Lepper: From my experience of the pathfinder area in Brighton and Hove, I do not believe that the local housing allowance will have the beneficial effect on young people that my hon. Friend believes that it will have when it is rolled out across the whole country. Will she undertake to continue to review the working of the single room rent and the shared room rent as they are rolled out nationally?
David Lepper: On the point that my hon. Friend has just made about tenants shopping around and the experience of the pathfinders, it might help him to learn that I spoke this afternoon to Julia Harrison, the housing manager for Hove YMCA, which manages housing for young people in the city of Brighton and Hove. She tells me that one of the consequences of the single room rent is that young people are forced...

David Lepper: Does the Home Secretary agree that the kind of work that he has just outlined to deal with offenders is best based at a very local level? Has he heard from the Under-Secretary of State for the Home Department, my hon. Friend the Member for Bradford, South (Mr. Sutcliffe), about the success of the prolific offender management scheme, which he helped to launch some two years ago in Brighton...
David Lepper: In presenting this petition I need to place on the record the fact that I am a member of the Alzheimer's Society and a trustee of a Brighton and Hove-based charity, ARDIS, which works on behalf of those with Alzheimer's and other forms of dementia, and their carers. The petition is in the name of Mr. Neil McArthur and 981 other signatories whose signatures were collected by volunteers of the...
