Mr Nigel Beard: Before we begin the debate, the public interest argument for a reference to the Competition Commission and the compatibility of the legislation with European legislation have been fully covered in the debate. It would be mere repetition to cover those points, and I ask hon. Members to restrict their comments to matters of principle that have not already been adequately covered.
