Written Answers — Scotland: East Coast Main Line (11 Jun 2002)

Anne McGuire: My predecessor and Scotland Office officials met with senior management from the Strategic Rail Authority on 16 May. They discussed a range of issues including matters relative to the east coast main line north of Edinburgh. It was clear from the meeting that Richard Bowker leads a senior management team with a vision and commitment to improve rail services, knowledge of the rail system, and...

Written Answers — Scotland: Asset Seizures (11 Jun 2002)

Anne McGuire: We are determined to put in place even stronger seizure and confiscation procedures than currently exist and the Proceeds of Crime Bill, once law, will achieve that. This is a top priority and I will be working with Home Office and Scottish Executive colleagues to ensure the overall anti-drugs messages are effective.

Written Answers — Scotland: Military Bases (11 Jun 2002)

Anne McGuire: My right hon. Friend has regular contact with the Ministry of Defence to discuss a wide range of issues, including military bases in Scotland. In 2000 (the latest year for which figures are available) the total deployment of defence personnel in Scotland was 24,400 of whom 15,100 were service personnel and 9,300 were civilian employees. This represents around 9.2 per cent. of UK defence...

Anne McGuire: I will be speaking at the Scottish Pensioners' Forum annual conference on 18 June in Dundee.

Written Answers — Scotland: Aggregates Tax (11 Jun 2002)

Anne McGuire: The levy came into effect on 1 April 2002. It has been introduced to address the environmental impacts of the extraction and transportation of aggregates, including noise, dust, vibration, visual intrusion, loss of biodiversity and amenity. The levy will result in prices for primary aggregates which better reflect these environmental costs, and so encourage both the use of recycled...

Written Answers — Scotland: Young People (18 Jun 2002)

Anne McGuire: Although the Scotland Office has meetings with a wide range of representative bodies, my right hon. Friend rarely has need to consult formally. However, she launched an exercise in December last year seeking views on the size of the Scottish Parliament. Youthlink Scotland and the Scottish Youth Parliament were among the bodies consulted.

Air Services (Scotland) ( 2 Jul 2002)

Anne McGuire: Why not have it at Stirling?

Air Services (Scotland) ( 2 Jul 2002)

Anne McGuire: First, I offer my congratulations on your new honour, Mr. Deputy Speaker. I feel as though I should curtsey, as well as showing you the usual due deference. I associate myself with the comments made about yesterday's air crash. Those of us who remember Lockerbie feel for the inhabitants of that village in Germany, who did not know what was coming out of the sky. When such things happen, those...

Air Services (Scotland) ( 2 Jul 2002)

Anne McGuire: Usually on everything. In a previous existence, the hon. Lady compiled a review on Scottish airports in the fog. I assure her that the fog lifted on 1 May 1997 and that the sky got even brighter on 7 June 2001. I congratulate my hon. Friend the Member for Glasgow, Shettleston (Mr. Marshall) on encouraging us all to be in the Chamber for half-past 9 to discuss this important issue. I...

Air Services (Scotland) ( 2 Jul 2002)

Anne McGuire: That is a cheap shot. The period since the tragic events of 11 September in New York and Washington has been difficult for the airline industry, and some companies have undergone a retrenchment, which has obviously affected Scotland. Progress is still being made, however, and we should not underestimate the advances that Scottish air links have made. Services, including charter services, now...

Oral Answers to Questions — Scotland: Postal Services ( 9 Jul 2002)

Anne McGuire: The hon. Gentleman is well aware that there is a uniform delivery service for letters throughout the whole United Kingdom, but I note from the nodding on his side of the House—and, using the eyes in the back of my head, the nodding behind me—that there is an issue and I will take it up with Postcomm at our meeting next week.

Oral Answers to Questions — Scotland: Postal Services ( 9 Jul 2002)

Anne McGuire: As I said last month in reply to another question from the hon. Gentleman, he should stop scaremongering about some of the things that are happening. He is well aware that the Government have supported the rural post office network and that Postcomm is working closely with the National Federation of Sub-Postmasters. If he wants to talk about the postal service in his area, perhaps he would...

Oral Answers to Questions — Scotland: Postal Services ( 9 Jul 2002)

Anne McGuire: I thank my hon. Friend for that question. He is well aware that there are ongoing discussions about the urban network. He should not be so dismissive about the roll-out of the pilot schemes in Rutland and Leicestershire. The schemes have to be evaluated but, as I have already pointed out, I will meet Postcomm in the next week or so, and I shall certainly raise his concerns.
