http://www.petrolprices.com/ does not supply "open source data", as a) the concept of 'open source' doesn't apply readily to data, and b) the data are made available for personal use only. It can't be re-used, mashed up, or downloaded in bulk. I imagine the Economic Secretary meant "minimal non-historic data are available for personal use, with more available upon submission of personal details to a third party".

The DECC data are available at http://www.decc.gov.uk/assets/decc/statistics/source/prices/..., linked from http://www.decc.gov.uk/en/content/cms/statistics/prices/pric.... It does not contain data any more granular than country-wide per week.
