As a comment to Mr Blunt's second point, I do have evidence that the DoH were distributing false information and then continued to do so for a while, even after this was pointed out.
Too late - by October the programme had already begun in Surrey schools. I have no idea whether an erratum was circulated to alert anyone of their mistake, or even whether the Minister Dawn Primarolo knew about it.
Here is the original text of 'Beating cervical cancer - the facts, page 13' until 15th October 2008:
"Other mild side effects such as slightly raised temperature, sickness, diarrhoea and muscle aches were reported in less than one in 1000 people."

"Other mild side effects such as slightly raised temperature, sickness, diarrhoea, itching, rash, and joint pain were reported in less than one in ten but more than one in 100 people."
