this is an ongoing vital question. I speed-read, on Tuesday 21st October in the Peterborough Library the PCC Municipal Waste research documents by 'Jacobs'. These seem very thorough but appear to make no mention of actual polution information, only guidelines. I submitted a form which argued that, though the documents made the point that whilst it is clearly stated that 'Environmental' concerns must be taken into account in the forward planning of waste disposal, these guidelines appear to makes no mention of individual 'HEALTH'.
Clearly there is a potential distinction here which has been missed.
