A cap on the price of ID cards is simply a trick to get people to sign up to the scheme. We will pay the same price through taxation or directly.

If the card is not compulsory but people are purchasing it to get the many benefits it is said to provide I don't see why I should pay for that in my taxes if I do not want a card myself.

Why should this annotation be deleted?
