I think in his speech, Jack Straw shows a monstrous disregard for truth or human suffering. It may be establised case law, but that is established in many cases by flawed and biased reports from the UK government which seems to believe every country is safe for asylum seekers (or that their life or wellbeing is so unimportant that it does not matter sending them back to the worst situation).
