Baroness Harding of Winscombe

Conservative Peer

There are currently votes on relevant topics that are not included in the summaries below. We are working on bringing these records up to date over the next few months.

As a result of COVID-19, some MPs were less able to vote in Parliament in certain periods, and this will be reflected by absences in their voting record.

Show more detail
11th May to 2nd June 2020

All MPs could vote remotely through an online voting tool. Votes cast remotely are shown as normal on the TheyWorkForYou voting record.

2nd to 9th June 2020

The option of online voting was removed, and a number of MPs may have been unable to vote because they were not physically able to attend.

10th June 2020 onwards

The requirements on proxy voting were relaxed, allowing MPs to designate another MP to cast a vote on their behalf.

If an MP votes by proxy, it is effectively exactly the same as if they cast the vote in person and it shows up on their TheyWorkForYou voting record.

MPs are not required to designate a proxy, and may instead pair with an opposing MP to miss a vote. Parliament does not record when two MPs have come to a pairing arrangement, so on TheyWorkForYou, they will both appear to have been absent for the vote.

We will update this information if the situation changes. See more detail on votes during the COVID-19 period here.

  • Her Late Majesty Queen Elizabeth II - Tributes (Continued) 10 Sep 2022

My Lords, I first spoke to Her late Majesty the Queen in June 1986, when I was 18. I was at a drinks party in the Major-General’s office at Horse Guards after the Beating Retreat ceremony. I was there as the plus one for my grandfather, the late noble and gallant Lord Harding of Petherton. I was the youngest in the room by several decades, and I was extremely nervous. As the Queen...
  • Product Security and Telecommunications Infrastructure Bill - Committee (2nd Day): Amendment 20 29 Jun 2022

My Lords, may I make one additional comment? Despite my noble friend Lord Vaizey thinking I am personally responsible for mobile investment and pricing, I should like to put on the record that TalkTalk did not do anything to mobile pricing; it is a fixed-line broadband provider, not a mobile provider. Regardless, I should like to make a serious point about competition. The noble Earl made the...
  • Product Security and Telecommunications Infrastructure Bill - Committee (2nd Day): Amendment 18 29 Jun 2022

I rise, somewhat hesitantly, having consulted the oracle that is the former Leader of this House, to respond. I thank my noble friend for that response. As a brief aside, I am pleased to hear his conviction and belief in competition before we come back on Report, if we do, to the amendments that have not been debated. I am cautiously optimistic that we will find a solution to this. I was...
