My Lords, the Minister quite rightly mentioned the importance of leadership. Did he see a recent report regarding two prison governors, who put out a statement saying they were going to introduce drugs-free wings? Why are there drugs in prisons? Surely it is an absolute aberration for governors to be talking in those terms. We should be removing all drugs from prisons.

The noble Lord is actually putting a very strong case. What I said in my speech was that there was a red line about a sovereign base area—the concession of sovereignty across all the rest of the territory, but keeping the sovereignty of the base.

My Lords, during my time as an MP, I made a point of trying to visit local jobcentres every year on a very regular basis. One of my consistent observations was that, all too often, local offices were never properly involved in designing services to address local priorities. So, is it not time we got away from this one-size-fits-all, Whitehall-led mentality?
