  • Holocaust Memorial Bill - Report: Amendment 1 11 Jun 2025

My Lords, I intervene very briefly, as I have in Grand Committee previously, as the Minister and shadow Minister are aware, to make clear my position on this proposal. I am strongly in favour of a Holocaust memorial in Victoria Tower Gardens. I am strongly in favour of a learning centre of good, adequate size that can be of a standard that we would like to see ensured. All of us sitting here...
  • Conflict-induced Food Insecurity - Question 21 May 2024

Does my noble friend agree that the reality is not just conflict-induced starvation? The world faces an increasing shortage of food, which will become an increasing challenge with the interaction between population explosion and climate change. Just look at one continent: Africa, in part of which crops are totally destroyed by drought and in another part of which they are totally destroyed by...
  • France: Security - Question 16 Apr 2024

In an earlier incarnation, I had the opportunity to introduce the French Minister of Defence to our nuclear facilities and visited Saint-Nazaire, where the French showed me their facilities. It is on the importance of that background of our nuclear collaboration that the noble Lord, Lord Owen, is absolutely right. It is a background against which the United States is perhaps showing less...
  • National Security Bill - Commons Amendments and Reasons: Motion A1 (as an amendment to Motion A) 21 Jun 2023

Having been the chairman of the ISC for its first seven years, may I just say that it is quite untrue to say that we called the Prime Minister to report to the ISC? We used to report to the Prime Minister when we were conducting various investigations.
  • Coronation: Policing of Protests - Commons Urgent Question 10 May 2023

The comments of the noble Lord are absolutely justified. Has he noticed that there has been no comment that this was the largest public event ever held in this country? My understanding is that it was held at a time when the threat level was “Severe”, which fairly added to the challenges the police faced for this undertaking. Moreover, the particular additional problem was that they had...
  • Strike Action - Question 7 Dec 2022

Is it not a tragic comment that the present situation in the railways appears to be that those who are putting in the pay claims will get 9% over the next few years but those on lower pay will get an extra payment as well? It may be that the union leadership is looking for another 1% or 2%, but is not the fact of the matter that, against that background, they are going to cause chaos and...
  • Northern Ireland Protocol Bill - Second Reading: Amendment to the Motion 11 Oct 2022

My noble friend rightly paid tribute to the Minister and the fact that the negotiations are going forward. I think he shares the view that, if we can reach an agreement outside the protocol, that is the best way to go. But I am very surprised about the timing of his regret amendment, because it seems to me at this stage that every effort has been made to reach an agreement. Stopping the Bill...
  • Ukraine - Question 7 Sep 2022

My Lords, is it not clear that the importance of supporting Ukraine at this time is that, were that in any way to fail, it would not be the end of Mr Putin’s ambitions? One would have the gravest concern for the future of the Baltic states as well, which could quite clearly be part of a future agenda were we not to succeed in supporting Ukraine.
