Having been the chairman of the ISC for its first seven years, may I just say that it is quite untrue to say that we called the Prime Minister to report to the ISC? We used to report to the Prime Minister when we were conducting various investigations.

My noble friend rightly paid tribute to the Minister and the fact that the negotiations are going forward. I think he shares the view that, if we can reach an agreement outside the protocol, that is the best way to go. My Lords, is it not clear that the importance of supporting Ukraine at this time is that, were that in any way to fail, it would not be the end of Mr Putin’s ambitions? One would have the gravest concern for the future of the Baltic states as well, which could quite clearly be part of a future agenda were we not to succeed in supporting Ukraine.
