My Lords, if the present level of injuries, which has been described, continues, is there not a strong case for introducing greater regulation? In ordinary circumstances it would not be necessary, but it does seem to be very necessary in this sphere.

My Lords, is my noble friend the Minister ready to concede that progress with this project is of great importance and will at least provide evidence to people in East Anglia that they are part of the levelling-up programme?

My Lords, has the Minister been able to assess the amount of spare capacity on the rail system serving both north and east of a critical place in what we call the east of England? Does he agree that there needs to be a plan for the future—maybe one that cannot be implemented immediately but that we can set our minds on to ensure that it takes place without waiting another 10 or 20 years?

My Lords, is it not unusual that within local enterprise partnerships, some of those participating were rivals with one another? Is it not best to ensure that, after all this time, we take another look at Redcliffe-Maud and have stronger bodies and authorities, with more competent clerks, to make it a really good and efficient system?

My Lords, just thinking of the African situation alone, is it not somewhat counterintuitive that the United Kingdom branch of the Commonwealth Parliamentary Association should be having its budget restricted and its work made more difficult when such a positive contribution could come from there to bring some extra democracy to the continent of Africa?
