Thank you, Mr Bone. I have asked this question of a number of the witnesses. There has been a controversy in recent years on the assessment of housing need for an area and who should decide what the housing need is for an area when it comes to the development of neighbourhood plans, local plans and so on. Where do you think is the most appropriate level for housing need to be assessed to put into local plans? Should it be national Government? Should it be principal planning authorities? Should it be—as in the West Midlands, which you are the Mayor of—mayoral areas? Or should it be at a lower tier?Q
