I agree with my hon. Friend. This would also allow the ombudsman to look at an individual complaint, but there may well be patterns of behaviour that relate to one case. I come back to the case of Lance Corporal Neathway. If those involved were prepared to treat someone like him in such a way, how are they treating other people? Unless the ombudsman can look at that original complaint and those broader issues and then inform the chain of command of that, I do not hold out a great deal of hope that the chain of command will actually change things.
