I would conclude by saying that, although the benefit will be called a new name and is put forward as a substantial change in clause 75, it is clear that in some respects there is not a great deal of difference. That poses the question of why the whole matter needs to thrown up in the air and reviewed. Daily living component and ability component are not very different from DLA. It remains to be seen, as we have discussed in the remainder of the clauses, how far they really are different and will make a substantial difference, and whether the entire reform, in the way it has happened, is justified.
