Order. Before we resume our consideration of the Bill, it might be helpful to remind all members of the Committee about the rules of debate in Committee. Debates on amendments, or groups of amendments, should focus specifically on the purpose, content and impact of those amendments. Clause stand part debates allow for a debate on the specific content of the clause. Interventions should be specifically relevant to the question before the Committee at any one time, and hon. Members should avoid unnecessary repetition of points that have already been made. As far as possible, speeches should not be read out, and the reading of quotes and statistics should be limited to the minimum required to support the Member’s argument.
