The arguments that the hon. Gentleman is adducing inevitably lead us to think that the process would have benefited from effective pre-legislative scrutiny, so that the issues could have been teased out in the public arena with the citizens’ organisations that are able to comment on them.
I want to press the hon. Gentleman on a point that he raised. I note with interest that he was the author of a very interesting tome that I have read in some detail. I do not know if there are any other offences that he wishes to be taken into consideration. Does he, or do Ministers, have a draft of the NPPF? If so, will he or they share it with this Committee and Parliament while this process is going on? Or are we being asked to take it on trust when the Government say, “Yes, we agree about sustainable development and climate change; in due course, we’ll get round to it”?
