The clause speaks for itself, but since the amendment was opposed by some hon. Members, I just point out that the amendment restricts the application of clause 3, and I would have thought that would be welcomed. Clause 3, as amended, does not propose that there should be any further expenditure as a result of the Bill’s provisions, so I cannot understand why those who were concerned about the clause supported its original form. Now that it has been amended, I hope that it will find favour with the whole Committee.
