My hon. Friend makes a good point about the interconnection between business, policing and enforcement. Does he agree that the Government have not helped the situation by telegraphing a message through the policing Green Paper that implied that the police do not have to worry about targets, in particular those relating to shoplifting?  Shoplifting was mentioned specifically in the Green Paper as something that the police almost did not need to bother about.
