I had better move on to the substance of clause 1, which places a statutory duty on the Lord Chancellor to report annually to Parliament on the Government’s intentions regarding outstanding Law Commission recommendations. It requires all Departments to provide reasons for rejecting or delaying the acceptance of the recommendations and gives Parliament the information and opportunity to hold the Government to account for how they have dealt with Law Commission recommendations.
