As Sarah said, it probably varies from organisation to organisation, but where we come from, it is just good business sense to know how you are spending your money and how you are managing your pay bill. Your approach to that ensures that people who work for you feel that you value them appropriately. So our position is to encourage voluntary activity because it is just a common-sense way of managing things. The costs may vary, but why would you pay money out to people without knowing whether it is effective? We encourage the voluntary approachvery much so.
