Could the Minister help us by explaining what the situation would be in a city council area that is to go ahead with an ITA where there are, say, five other councils surrounding the city council in a kind of doughnut arrangement? If three or four of those councils wanted to go ahead and one did not, would that one effectively have the opportunity to scupper the scheme, which would become unviable if it did not participate?
