It is not the case, as the hon. Gentleman suggests, that I am prescriptive. I believe that it is for the employer to determine whether the contract should be with the training provider with which he is working or whether it should be with him. Big employers like Rolls-Royce, for example, may want the contract to be with them. Smaller employers, however, would either want a group training association to have that responsibility or they would want the local further education college to be the liaison point with the Learning and Skills Council while the individual is in their employment completing their apprenticeship.
