I am listening carefully to what the Minister says. He said that it ought to be possible to amend the PACE codes to provide for precisely what would be  oppressive and repetitive questioning. That will cause a difficulty, as every case will turn on its own facts. That is where, with respect, judicial supervision would be preferable. Yes, we could make it mandatory to follow the code to the letter, but it will be difficult to set out precisely what is oppressive in the circumstances.
