Good morning, Mr. Bercow. It is good to see you in the Chair this morning. The underlying rationale behind the motion is that the Committee thought it would be more logical to take clauses 4 and 5 in sequence because one flows from the other.
We come now to clause 4 standpart with which it will be convenient to consider Government new clause 1. Members of the Committee will note that starred amendments Nos. 30 and 31 have not been selected. I have not selected starred amendments (a) and (b) to new clause 1. Decisions on new clauses will come after we have dealt with all the clauses in line with the order of consideration motion that the Committee has just agreed.
To assist the Committee, I am perfectly willing to allow a modest degree of latitude this morning in permitting references to amendments that have not been selected, but that is offered on the understanding that, if and when they are selected for decision, I do not anticipate permitting further debate on them.
