I hate to see the hon. Gentleman troubled, because when he is troubled, the speeches get longer and we shuffle more in inattention. He is making heavy weather of the issue. Devolution is a process; it is not a full stop. What has gone before is not the end of the matter. It is a process of transferring more powers to the Assembly. Why does not he address the principle? Does he agree with the transfer to Wales of these powers?
