I shall make this point, which will save me from making a speech, and help to speed up the Committee. I have great sympathy with the point that the hon. Gentleman is making. In response to the point made by the hon. Member for City of Durham, given that the report was commissioned by the Government, is it not for the Government to respond to the recommendations of Sir Andrew Foster’s report? I do not see any need to put the matter on the face of the Bill, but the hon. Gentleman makes a good point. I would like to see the Minister make regular statements to the House about progress on the rationalisation of those bodies.
