Will the Minister comment on the further point that both the hon. Member for Fareham and I have raised, which is: if the Commission was so tough on the 50-employee rule, why were the Government allowed to move in the opposite direction on the R and D tax credits scheme? Does a different set of principles apply, or is there an inconsistency in the Commission?
