On prostitution, the National Association of Probation Officers speaks of a treadmill of orders, failures to attend, further orders and then imprisonment—and round and round they go. I think of the referral orders, detention and other such things in the Bill. The association estimates that something like 11,000 women a year are being criminalised as a result. Do the police see it like that?
