As drafted, right now, if someone were to take stills from “Hostel 2” and have them on their computer, it could be deemed to be a criminal offence, because a court might decide that they were purely for the purposes of arousal. However, the same things, as part of a film that has been passed, would not be in contravention of this proposal. I see problems and contradictions there and was wondering if you did too.
