I fully sympathise with the need to protect health staff and people working on NHS premises and so forth, just as one would want to protect people working in the Department for Work and Pensions offices or on the public transport system. That is not an issue. But are not the outlined offences in this part of the Bill already covered by existing legislation? You can arrest a man for acting in a way that breaches the peace.
