I want to turn to another aspect of this independence, and how the body is going to work. What sort of people will give their time and expertise to Natural England if the whole process will be under the control of the Department for Environment, Food and Rural Affairs and the Secretary of State? The type of people whom we want to attract are those who can think independently, have initiative and are energetic. What will be the opportunities for them to express such qualities?
