I was responding to a question from the hon. Member for Lewes (Norman Baker) about hovercrafts when we broke. Apparently, hovercrafts are specifically referred to in the clause heading because they are not vessels, as they do not sit in the water but float on it. They are referred to later in the clause because, unlike ships under the Merchant Shipping Act 1995, we need to refer to them so that we can make regulations that apply to them.
