The hon. Gentleman is making a good point. He alluded to the fact that such a person would be liable to immediate arrest and would be taken into custody. He might agree that the position is even more draconian, because it is not just a properly trained police constable who can make the arrest and take the person into custody, but an immigration officer as well. That is something of a departure.
