I am grateful for the Minister's last few observations, which make good sense. The policy that she outlines is right. Such conspiracies must go on—we do not dissent from that at all. However, it is difficult in practice to distinguish between those who behave so appallingly and those who tell the truth that they have never had any documents. I am not yet sure how we can surmount the difficulty of deciding whether to prosecute.
