That raises the question of who will be defined as a publisher for the purposes of the Bill. Will the Minister explain that? The historian of the future may want MPs’ websites from today, but who will define whether those MPs are publishers? By extension, people who do not think that they are publishers now may be so deemed in the future and required to provide their material to deposit libraries.
