The amendments are designed to deal with a simple matter that has already been raised in the debate. I shall not speak at length about them, but I require the Minister's answer. It is clearly important that, whatever happens as part of the process, the loser is not the patient, money is not taken away from clinical services and services are not reduced as a result of the time that will need to be invested in applying for foundation status. However, from where will the money come? Who will pay the bill? Which budgets will foundation hospital applicants use to pay for the cost of application, and how will they ensure that that does not impact on patients and the services that they provide?
