Can the Minister tell us how much money is involved under paragraphs (a) and (b)?

The intention of the clause is not to make it necessary to specify precisely how much money is involved; however, I think that I have given a pretty good account of the matter this afternoon. As we set out in the explanatory notes, with respect to the administration of the framework of the Bill we made an estimate of £5.5 million. In relation to the cost on the provision in clause 12, we made an estimate of £18.6 million. The framework as a whole is about ensuring that authorities fulfil the responsibilities that they already have. On that basis, there would be no extra costs.
