The Minister has answered his own question. He said that he does not see the relevance of my remarks, and that is my point. The clause allows someone to pass information to another person, on the understanding that it is not to be passed to anyone else. For instance, I might pass information to the Minister and say, ''You can know it, but you cannot pass it on to a third party.'' That is what I am concerned about.
