My officials have been working to identify options to progress the expert panel's recommendations in the context of the current climate of financial constraint. I will provide an update to Members once that work has been completed.

The Minister will be aware that that report was published in March 2022. It is now 30 months' old. At what stage will we have an injection of a bit of vitality into the decision-making process? It is a good scheme, but it would be well worthwhile to take on board and implement a number of the report's recommendations.

Absolutely. It is incredibly important and is a genuine lifeline for many people. We are working our way through the review. Some of the important recommendations have, of course, already been implemented, but, as the Member will be aware, others will require significant financial commitment.
Ministers make up the Government and almost all are members of the House of Lords or the House of Commons. There are three main types of Minister. Departmental Ministers are in charge of Government Departments. The Government is divided into different Departments which have responsibilities for different areas. For example the Treasury is in charge of Government spending. Departmental Ministers in the Cabinet are generally called 'Secretary of State' but some have special titles such as Chancellor of the Exchequer. Ministers of State and Junior Ministers assist the ministers in charge of the department. They normally have responsibility for a particular area within the department and are sometimes given a title that reflects this - for example Minister of Transport.
