The draft legislation is ready, and I hopeful that it will make it to the Executive meeting on Thursday.

Minister, there was an unedifying stand-off over this important issue, which resulted in a delay. What exactly caused that delay? How much did it cost the people and families who most need the help and support?

I have been very clear in the House about the delay. We have moved the situation forward, which is a good thing. The focus now is on progressing the legislation and getting it through the Assembly before the end of this mandate. When I met the advice sector, the Cliff Edge Coalition and others, they were supportive of the legislation and want it brought through as soon as possible. That is where my focus is.
