I listened to the whole speech. If, like a right hon. Member the hon. Gentleman opposite at Question Time to-day, the hon. Gentleman has no sense of humour, it is a pity.
That is an argument in favour of the present situation. What is the hon. Gentleman grousing about?
Is not this a matter which has been the concern, and rightly so, of the local authorities for a considerable number of years, and would not any departure from that policy be one of queue-jumping, which would lead to endless difficulties in very many quarters?
