I had no intention of doing that; I wish to take out the law enforcement agencies and leave in the Security Service and the intelligence services.
My Lords, as my Amendment 22 is grouped with this, perhaps I may be allowed to speak at this stage. Rather like my noble and learned friend Lord Woolf, I thought that by this time there would not be much more to say but, like him, I find that there is a little to say.
