My Lords, I agree entirely with the Leader of the House and my noble friend the Leader of the Opposition that something of this kind is necessary in the current circumstances. However, I should like to put it on record that I think that this is a sad day. It is a sad day for the House, a sad day for your Lordships and, alas, an even sadder reflection on the declining standards of public life.
