This, too, is a probing amendment, seeking justification for this particular provision. It seems fair to have something fall on a particular date if the substantive Act has a renewal aspect, as we have been familiar with in Northern Ireland over many years. However, is it not fair to say that this is less so when one considers procedures? Secondly, why would one seek to permit the Secretary...
