The Scottish Government were allocated £97 million by this place to facilitate the programme, but only £11 million has been used, with only one project being completed to date.     The right hon. Gentleman is citing concerns about the safety of vulnerable groups, and I wonder if he might reflect on the past 14 years, and that he enabled a Government that led to the decay and decline of every single public service. When public services decay and decline, that disproportionately affects vulnerable groups.
