Does not my hon. Friend agree that the rules will be laid out in the Standing Orders of the other place and so will not be arbitrary? I understand his point, but the word “arbitrary” is perhaps too strong.

If the Minister is suggesting that there might be more justification for holding a referendum simply of those directly affected by HS2, may I wholeheartedly endorse that and support him entirely?
